Approval of the Digital transformation scheme for the construction sector for the period 2024 - 2025, with orientation towards 2030 in Vietnam

The Scheme clearly outlines the objectives for developing digital applications and services for the period from 2026 to 2030 in Vietnam as follows:

For applications serving operations of state agencies in Vietnam:

- 100% of administrative procedures eligible to implement full-process online public services will be carried out via the Administrative Procedures Settlement Information System, connected, integrated, and utilizing shared data provided by the National Public Service Portal and the National Data Center to reduce paperwork and simplify administrative procedures.

- 100% of documents exchanged between the Ministry, its departments, and state agencies will be conducted in electronic format, signed with specialized digital signatures, except for confidential documents as stipulated by law.

- 90% of work records at the Ministry of Construction will be handled in an electronic environment (excluding work records within the scope of state secrets).

- 100% of records will be created, stored, and shared as electronic data in accordance with regulations.

- 100% of activities concerning direction, management, and internal administration of state agencies will be carried out on a comprehensive, unified management platform.

- 100% of the reporting indicators serving the management of the construction sector will be collected, compiled, and managed through the reporting information system of the Ministry of Construction, connected and interoperable with the reporting information system of the Government of Vietnam.

- At least 70% of the content of training programs, recruitment tests, promotion exams, and certification of professional practice in the construction sector will be conducted online in a digital environment.

- At least 50% of supervision and inspection activities by the functional units of the Ministry of Construction will be carried out through a digital environment and the information system of the management agency.
