On August 22, 2024, the Standing Committee of the National Assembly passed Resolution 50/2024/UBTVQH15 stipulating the content related to ensuring the requirements for urban classification and standards of administrative units to implement the arrangement of district-level and commune-level administrative units for the period 2023-2025.
Resolution 50/2024/UBTVQH15 stipulates several contents related to ensuring the requirements for urban classification, reviewing the criteria for urban classification, evaluating the level of urban infrastructure development to carry out the arrangement of district-level and commune-level administrative units in the period 2023 - 2025; meeting the standards of urban administrative units formed after the arrangement in some specific cases and several contents related to implementation organization in Vietnam.
Resolution 50/2024/UBTVQH15 takes effect in Vietnam from August 29, 2024.
In cases where the project for arranging district-level and commune-level administrative units for the period 2023 - 2025 has been appraised before the effective date of Resolution 50/2024/UBTVQH15, the provisions of Resolution 50/2024/UBTVQH15 shall be applied to supplement and complete the project dossier for submission to the Government of Vietnam, the National Assembly Standing Committee.
Agencies, organizations, and localities that have conducted reviews, evaluations, urban classifications, surveys, and appraisals of projects for arranging district-level and commune-level administrative units for the period 2023 - 2025 following the provisions of Resolution 50/2024/UBTVQH15 shall continue to use the results to supplement and complete the project dossier for submission to the competent authorities as prescribed.
The Government of Vietnam is responsible for directing Ministries, sectors, and localities to formulate and adjust related urban plans, complete the recognition of urban types (for cities, district-level towns, commune-level towns), review the criteria for urban classification (for cities, district-level towns), and evaluate the level of urban infrastructure development (for wards) as stipulated in Clause 4, Article 2 of Resolution 50/2024/UBTVQH15.
Based on work requirements, implementation capabilities, and specific conditions and situations, the Prime Minister of the Government of Vietnam shall strengthen the delegation of authority to the Minister of Construction to carry out certain tasks and powers under the authority in considering and deciding on urban classification or recognizing the results of reviewing urban classification criteria to expedite the arrangement of district-level and commune-level administrative units.
