Application for registration for examination and consideration for promotion of professional titles of Agriculture and Rural Development public employees in Vietnam

The application for registration for examination and consideration for promotion to professional titles of agricultural and rural public employees according to Article 5 of Circular 02/2023/TT-BNNPTNT is as follows:

- For the application file for registration for promotion to a professional title satisfying the provisions of Article 36 of Decree 115/2020/ND-CP and copies of documents:

+ Decision on recruitment, decision on appointment of professional titles;

+ Decision to raise the latest salary level;

+ Decision to recognize the initiative;

+ Decision (or certificate of competent authority) assigning the prime responsibility or participating in the construction and performance of tasks (excluding participation in draft comments, invitations to be experts, and comments in conferences and seminars).

- For the application file for consideration for promotion to a professional title that meets the provisions of Clause 1, Article 5 of Circular 02/2023/TT-BNNPTNT and the results of performing tasks or professional activities that have been recognized or issued by competent authorities, with a conversion score of at least 3.0 points or higher as specified in the Appendix promulgated together with Article 5 of Circular 02/2023/TT-BNNPTNT.

(Currently, dossiers of registration for examination and consideration for promotion to professional titles of Agriculture and Rural Development officers according to Clause 1, Article 5 of Circular 34/2016/TT-BNNPTNT are as follows:

- Application for examination and consideration for promotion of professional titles according to Appendix 1 issued together with Circular 34/2016/TT-BNNPTNT;

- A curriculum vitae of the officer, made according to Form No. 2 promulgated together with Circular 12/2012/TT-BNV, certified by the agency or unit that employs or manages the officer;

- Comments and evaluations of the head of the agency or unit employing public employees in case the public employee does not hold a managerial position or of the head of the agency or unit competent to appoint a managerial officer ;

- Copies of diplomas and certificates according to professional titles registered for examination or promotion consideration certified by competent agencies or units or compared with the originals by competent persons;

- Copies of decisions: appointment to the professional title of public employee (formerly the rank of public servant), the most recent salary increase;

- A health certificate issued by a competent health authority within 30 days, up to the last time of submitting the application for registration for examination and consideration for professional title promotion.

For cases of consideration for exemption from exams in foreign languages and informatics: submit copies of diplomas and certificates specified in Article 7 of Circular 34/2016/TT-BNNPTNT certified by a competent agency or unit)
