This is the content referred to in Circular 06/2024/TT-BNNPTNT dated May 06, 2024, amending Circular 23/2018/TT-BNNPTNT stipulating the regulations on fishing vessel inspectors; recognition of fishing vessel inspection facilities; ensuring the technical safety of fishing and fisheries control vessels; registration of fishing vessel and public service vessels for fisheries; deletion of fishery vessel registration; and marking of fishing vessels issued by the Minister of Agriculture and Rural Development of Vietnam.
The dossier for registering fishing vessels that have been newly constructed, modified, bought, or given prior to the effective date of Circular 23/2018/TT-BNNPTNT (i.e., before January 1, 2019) but are still in operation will include all the required documents as follows:
- Fishing vessel registration form with confirmation from the People's Committee of the commune where the vessel owner's permanent residence is registered, according to Appendix XII issued together with Circular 06/2024/TT-BNNPTNT;
- Photocopy of the Certificate of Technical Safety for fishing vessels with a maximum length of 12 meters or more;
- Original Notice of Payment of Registration Fees for the vessel;
- Color photograph (9cm x 12cm) of the entire vessel taken from both sides.
The submission deadline for the dossiers of the aforementioned fishing vessels is until December 31, 2024.
According to Circular 23/2018/TT-BNNPTNT, fishing vessels with a maximum length of 06 meters or more and fishery affair vessels must be registered according to regulations before being put into operation in Vietnam.
The authorities responsible for registering fishing vessels and fishery affair vessels include:
- The provincial-level state management agency for fisheries responsible for registering fishing vessels within their territory;
- The Directorate of Fisheries responsible for registering fishery affair vessels.
Note: During the same period, each fishing vessel or fisheries service vessel can only be registered at one registration agency and will be issued only one registration certificate.
