Application for driving license issuance for learners learning to drive for the 1st time in Vietnam
On February 23, 2021, the Ministry of Transport of Vietnam issued Decision 286/QD-BGTVT on the amended administrative procedures in the road sector under the management function of the Ministry of Transport.

According to Vietnam's Decision 286, the Ministry of Transport of Vietnam stipulates that the application for a new driver's license for first-time learners includes:
- Documents submitted by the learner driver:
- An application for study and test to issue a driver's license according to the prescribed form;

Copy of ID card or Citizen ID card or valid passport with ID number or Citizen ID card for Vietnamese; valid passports for Vietnamese living in other countries;

For foreigners, a copy of their passport with a validity period of more than six months, as well as their temporary or permanent residence card, diplomatic identity card, or official identity card;

The driver's medical certificate is issued by a competent medical facility according to regulations.
- Documents submitted by the driver training institution:
- Profile of the learner driver;

Primary certificate or training certificate for A4, B1, B2 and C class drivers;

The list of test requests of the driver training institution has the names of the test takers.
Vietnam's Decision 286/QD-BGTVT takes effect from March 15, 2021.
