Appendix transfer document is the value of land use rights in Vietnam

Specifically, the content of reduction and simplification for investment capital transfer procedures is the value of land use rights in Vietnam (in case the land registry office has been established) (administrative procedure code: 1.001009) as follows:

- Regarding the dossier composition: Form of document on transfer of investment capital is the value of land use rights.

This ensures clarity, transparency, uniform general application, avoidance of arbitrary requests of the receiving agency, settlement of administrative procedures in Vietnam.

- Connecting, sharing data, electronic communication between tax, natural resources and environment agencies, treasury, one-stop shop, banks or organizations providing payment intermediation services to enable individuals and organizations in Vietnam to pay online financial obligations on land on the online payment system of the National Public Service Portal.

The connection, sharing of data and electronic communications so that individuals and organizations in Vietnam can pay financial obligations in administrative procedures on land online helps to reduce the procedures, costs, travel time to contact the tax authorities, banks, the One Stop shop or the Natural Resources and Environment Agency to receive tax notices, pay financial obligations and submit documents to fulfill financial obligations in the implementation of administrative procedures on land.

The connection and sharing of data is completely feasible based on ready-made information systems such as the online payment system of the national public service portal; tax database; electronic one-stop shop system of 63 provinces in Vietnam, the city has connected and integrated with the national public service portal,...; at the same time, this has been successfully done for online payment of financial obligations in the implementation of administrative procedures on land for households and individuals on the national public service portal.

In order to implement the above contents, it is recommended to amend Circular 02/2015/TT-BTNMT dated January 27, 2015.
