Annulment of certain information that must be disclosed of the Police in ensuring traffic order and safety in Vietnam

The Minister of Public Security of Vietnam issued Circular 46/2024/TT-BCA dated September 30, 2024, amending Circular 67/2019/TT-BCA regulating the implementation of democracy in ensuring traffic order and safety in Vietnam.

Annulment of certain information that must be disclosed of the Police in ensuring traffic order and safety in Vietnam

According to Article 2 of Circular 46/2024/TT-BCA, point d of clause 1, point c of clause 2, point b of clause 3 in Article 5 of Circular 67/2019/TT-BCA are annulled. These pertain to the implementation of democracy in ensuring traffic order and safety in Vietnam.

The annulled content concerning the public disclosure in ensuring traffic order and safety in Vietnam includes:

In patrolling, inspection, and handling administrative violations, the following content is annulled:

“Plans for overall traffic vehicle inspections, plans for patrolling, inspecting, handling traffic-related violations by specific topics, and plans for regular patrols, inspections, and handling of violations, including the following specifics: Unit names; road routes; types of vehicles and violations subject to inspection and handling; implementation timeline;”

In vehicle registration, number plate issuance:

“Uniforms, identification numbers of Police officers tasked with vehicle registration and number plate issuance;”

In directing and controlling traffic:

“Uniforms, identification numbers of Police officers, and disclosed technical vehicles and support tools in accordance with regulations;”

Additionally, some amendments to public disclosures in ensuring traffic order and safety are introduced.

For example, in patrolling, inspection, and handling administrative violations, the following are amended and supplemented:

+ Name, address, hotline number, suggestion box, social media accounts, public reception hours for handling administrative violations of Police agencies responsible for patrolling, inspecting, and handling administrative violations;

(Currently, the name of the agency, address, hotline number, suggestion box of Police agencies responsible for patrolling, inspecting, and handling administrative violations)

+ Means, technical equipment used to detect administrative violations as per the Law on Handling of Administrative Violations;

(Currently, uniforms, identification numbers of Police officers, and technical vehicles, support tools are disclosed according to regulations)

More details can be found in Circular 46/2024/TT-BCA, which comes into force in Vietnam from November 15, 2024.
