Announcement of new administrative procedures on bidding for selection of investors in Vietnam

Specifically, the announcement includes 02 new administrative procedures on bidding for selection of investors:

- Announcement of investment business projects that do not require investment policy approval, proposed by the investor (central-level administrative procedure).

- Announcement of investment business projects that do not require investment policy approval, proposed by the investor (provincial-level administrative procedure).

The sequence to implement the announcement of investment business projects that do not require investment policy approval, proposed by the investor, is as follows:

(i) The investor prepares the project proposal dossier. The investor bears all costs associated with preparing the project proposal dossier;

(ii) The investor submits 04 sets of the project proposal dossier to the agency or unit assigned by the Minister or the Head of the Ministry-level agency to receive and review the investor’s project proposal dossier;

(iii) Within 25 days from the date of assignment, the agency or unit reviews the suitability of the project proposal dossier and submits it to the competent authority for approval of the investment business project information;

(iv) The competent authority organizes the posting of the investment business project information proposed by the investor on the National Procurement Network System within no later than 05 working days from the date the approval document is issued.
