Announcement of amended administrative procedures related to recruitment, use, and management of public employees in Vietnam

The Ministry of Home Affairs issued Decision 168/QD-BNV dated March 12, 2024 announcing administrative procedures specified in Decree 85/2023/ND-CP amending on recruitment, use and management of public employees.

Specifically, three administrative procedures are issued under Decree 85/2023/ND-CP amending Decree 115/2020/ND-CP on recruitment, use, and management of public employees under the Ministry of Home Affairs, including:

- Procedures for the public employee examination.

- Procedures for the public employee admission.

- Procedure for accepting public employees holding non-management positions.

For example, the instructions on procedures for accepting public employees holding non-management positions are as follows:

(1) Procedures:

Step 1. The head of the competent agency establishes an Examination and Assessment Council.

Step 2. The Examination and Assessment Council checks the conditions, criteria, qualifications, and certificates of the proposed candidates according to the requirements of the vacant positions.

Step 3. Conducting an examination of the general knowledge, professional competence, and skills of the proposed candidates. The Examination and Assessment Council must report to the head of the competent agency to reach an agreement on the form and content of the examination before implementation.

Step 4. The head of the competent agency makes a decision based on authority.

Step 5. Signing the Employment Contract.

(2) Implementation procedure: Submit at the headquarters of the competent agency.

(3) Applications:

- Personal curriculum vitae according to current regulations, prepared within 30 days before the submission date, with confirmation from the competent agency.

- Copies of diplomas and certificates as required for the vacant positions.

- Health certification issued by the authorized medical agency, valid within 30 days before the submission date.

- Self-assessment and evaluation by the proposed candidate regarding political qualities, ethical qualities, qualifications, professional competence, and work experience, with confirmation from the head of the agency, organization, or unit where they have worked (if any).

(4) Processing time: No specific time frame is specified.

Decision 168/QD-BNV replaces Decision 1098/QD-BNV in 2023.
