On March 12, 2024, the Minister of Transport issued Decision 233/QD-BGTVT announcing the amended annulled administrative procedures related to registration under the Ministry of Transport.
02 amended administrative procedures related to registration under the management scope of the Ministry of Transport that have been announced include:
- Issuance of the International Ship Security Certificate under the International Ship and Port Security Code (ISPS code).
- Approval of the ship security plan under the International Ship and Port Security Code (ISPS code).
At the same time, the procedures for issuing the Certificate of professional training for the ship security officers and company security officers are annulled.
Procedures for issuing the International Ship Security Certificate under the International Ship and Port Security code
The procedures are as follows:
- Submit the application:
The shipping company submits the application documents for issuing the International Ship Security Certificate to the Vietnam Register.
- Proceed with administrative procedures:
+ The Vietnam Register receives and checks the applications; if the applications are incomplete, within 02 working days from the date of receiving the applications, the shipping company will be guided to complete the documents; if the applications are complete, within a maximum of 07 working days from the date of receiving the complete and valid documents, the Vietnam Register will agree on the time and place for the assessment according to the company's requirements.
+ The Vietnam Register conducts an assessment of the ship security system.
+ After completing the assessment, if the ship security system does not meet the requirements of the ISPS Code, the Vietnam Register will notify the shipping company to make improvements; if it meets the requirements, within a maximum of 01 working day from the date of completing the assessment, the Vietnam Register will issue the International Ship Security Certificate according to the provided form.
