Announcement of 04 amended administrative procedures on recruitment, utilization, and management of public employees in Vietnam

On December 31, 2023, the Minister of Home Affairs issued Decision1098/QĐ-BNV announcing administrative procedures specified in the Decree 85/2023/NĐ-CP amending the Decree 115/2020/NĐ-CP on recruitment, use and management of public employees in Vietnam.

Accompanying Decision 1098/QD-BNV are the 04 administrative procedures specified in Decree 85/2023/ND-CP amending and supplementing certain provisions of Decree 115/2020/ND-CP on recruitment, utilization, and management of public employees under the Ministry of Home Affairs as follows:

- Public employee recruitment procedure;

- Public employee selection procedure;

- Public employee admission procedure;

- Public employee professional title promotion procedure.

Conditions for conducting public employee recruitment procedures in Vietnam

The registration conditions are implemented according to the provisions of Article 22 of the Law on Public employees 2010. The competent agencies and units responsible for recruiting public employees, as specified in paragraph 1 of Article 24 of the Law on Public employees 2010, may supplement additional conditions according to the job requirements specified in point g of paragraph 1 of Article 22 of the Law on Public employees 2010, but not below the general standards, not in violation of the provisions of the law, and not discriminating against types of training.

- Individuals meeting the following conditions, regardless of ethnicity, gender, social background, belief, or religion, are eligible to register for public employee recruitment:

+ Having Vietnamese nationality and residence in Vietnam;

+ Being 18 years of age or older. For certain fields of cultural, artistic, physical education, and sports activities, the eligible age may be lower according to the provisions of the law; at the same time, there must be written consent from the legal representative;

+ Having a registration application form;

+ Having a clear personal record;

+ Having a diploma, training certificate, professional practice certificate, or suitable skills and talents for the job position;

+ Being physically fit to perform the work or duties;

+ Meeting other conditions according to the job requirements determined by the public career unit but not in violation of the provisions of the law.
