Amendments to training standards of Class I primary school teachers in Vietnam

Circular 08/2023/TT-BGDĐT dated 14/4/2023 amending Circulars stipulating codes, standards for professional titles and appointment and salary ranking of teaching staff in public preschool and general education institutions; in which the standards of training qualifications of Class I primary school teachers are amended.

Amendments to training standards of Class I primary school teachers in Vietnam

Specifically, the standards for training and retraining qualifications of Class I primary school teachers in Vietnam are as follows:

- Having a bachelor's degree or higher in the field of teacher training for primary school teachers.

If the subject does not have enough teachers with a bachelor's degree in the field of teacher training, the assigned teacher must have a bachelor's degree in a relevant discipline and a certificate of professional training in pedagogy for primary school teachers under the program promulgated by the Minister of Education and Training;

(Meanwhile, in Circular 02/2021/TT-BGDDT, it is required to have a master's degree or higher in the field of teacher training for primary school teachers, or a master's degree or higher in a discipline relevant to the subject taught, or a master's degree in educational management or higher)

- Having a certificate of training according to the professional title standards of a grade I primary school teacher.

Thus, the new regulations in Circular 08/2023/TT-BGDĐT will not require Class I primary school teachers to have a Master's degree, but only a bachelor's degree or higher.

Standards of professional competence for Class I primary school teachers

- Actively, proactively implementing and propagating, mobilizing, and guiding colleagues to implement the guidelines, policies,  and laws of the Party, State, and regulations and requirements of sectors and localities on primary education on assigned tasks;

- Being proactive, flexible, and creative in implementing educational plans to suit students, schools, and localities; supporting colleagues to well implement teaching and educational plans;

- Actively and proactively sharing experiences, guiding and supporting colleagues, students' parents, and the community to improve the effectiveness of students' education;

- Having the ability to evaluate or guide colleagues to make applied pedagogical scientific research products at the district level or higher;

- Having the ability to apply information technology in performing the tasks of primary school teachers in grade I and being able to use foreign languages or ethnic minority languages in a number of specific assigned tasks;

- Being recognized as an emulation soldier at ministerial/department/sector/provincial level or higher; or a certificate of merit from the provincial level or higher; or being recognized as having achieved one of the following titles: excellent teacher, good classroom teacher, teacher in charge of the excellent Ho Chi Minh Young Pioneers Team at district level or higher;

- Officials who take the exam or consider promotion to the rank of primary school teacher of grade I (code V.07.03.27) must have held the professional title of class II primary school teacher for a period of time (code V.07.03.28) or the equivalent from full 06 (six) years or more up to the expiration date of the deadline for submitting the application for registration for examination or consideration for promotion.

(Meanwhile, Circular 02/2021/TT-BGDDT stipulates that public employees who take the exam or are considered for promotion to the professional title of Grade I primary school teachers (code V.07.03.27) must have held the professional title of primary school teacher class II (code V.07.03.28) for a period of time or equivalent from full 06 (six) years or more, up to the deadline for submitting the application for exam registration or consideration for promotion.)

Circular 08/2023/TT-BGDĐT takes effect from May 30, 2023.
