On October 10, 2024, the Government of Vietnam promulgated Decree 127/2024/ND-CP amending Decree 05/2011/ND-CP on ethnic affairs in Vietnam.
Supplement to Article 12a regarding expenses for visits, celebrations, gifts, encouragement, and meetings with certain units and individuals who are ethnic minorities in Vietnam, where beneficiaries include:
- Former key leaders, senior leaders of the Communist Party of Vietnam and State who are ethnic minorities;
- Heroes of the Armed Forces, Labor Heroes, Vietnamese Heroic Mothers, veteran revolutionaries, pre-uprising officials, exemplary revolutionary fighters, retired armed forces officers with the rank of general who are ethnic minorities;
- Former leaders of party committees, ministries and central authorities who are ethnic minorities; former Secretaries, Deputy Secretaries of Provincial and Municipal Party Committees, Presidents, Deputy Presidents of the People's Councils and People's Committees of provinces and centrally affiliated cities who are ethnic minorities;
- People's teachers, meritorious teachers, people's artisans, meritorious artisans, people's artists, meritorious artists, people's doctors, meritorious doctors, professors, associate professors who are ethnic minorities;
- Branch Secretaries, village heads, exemplary farmers, religious dignitaries who are ethnic minorities with contributions to the socio-economic development of ethnic minority areas, confirmed by the communal People's Committee;
- Ethnic minorities who achieve international and national awards;
- Poor ethnic minority households living in communes and villages of ethnic minority areas;
- Ethnic minority individuals and households in ethnic minority areas affected by natural disasters, epidemics, fires, or other sudden hardships;
- People's Committees of especially difficult communes, armed forces units, health stations, preschools, continuous education institutions, vocational education institutions, higher education institutions, religious establishments in ethnic minority areas; boarding schools, semi-boarding schools for ethnic minorities, pre-university schools with accomplishments and contributions to ethnic affairs and the great national unity block building and protecting the Fatherland;
- Delegations of ethnic minorities established by the provincial People's Committee or authorized provincial-level ethnic work agencies visiting and working with the Communist Party, State Leadership, Ethnic Committee.
