Amendments to regulations on results of monitoring forest transition in Vietnam

On December 15, 2023, the Ministry of Agriculture and Rural Development issued Circular 16/2023/TT-BNNPTNT amending the Circular 33/2018/TT-BNNPTNT prescribing forest survey, inventory and forest transition monitoring in Vietnam.

Regulations on results of monitoring forest transition in Vietnam specified in Article 38 of Circular 33/2018/TT-BNNPTNT are amended as follows:

(1) Map of forest transition results according to the scale specified in Clause 1, Article 30 of Circular 33/2018/TT-BNNPTNT (amended by Circular 16/2023/TT-BNNPTNT) as follows:

- Commune, district, provincial level, and group II forest owners:

+ Ratio 1:5,000 for natural areas smaller than 3,000 hectares;

+ Ratio 1:10,000 for natural area sizes from 3,000 hectares to 12,000 hectares;

+ Ratio 1:25,000 for natural areas larger than 12,000 hectares to 100,000 hectares;

+ Ratio 1:50,000 for natural areas larger than 100,000 hectares to 350,000 hectares;

+ Ratio 1:100,000 for natural areas larger than 350,000 hectares.

- Nationwide: Ratio 1:1,000,000.

(2) Summary table for monitoring forest developments and unforested areas of administrative levels and group II forest owners is made according to Tables No. 02, 03, 04, 05, and 06, Appendix IV, issued together with Circular 33/2018/TT-BNNPTNT (amended by Circular 16/2023/TT-BNNPTNT).

(3) Management and storage of forest transition monitoring results:

- Data on forest transition monitoring results (paper or digital form) specified in points (1) and (2) above are managed and stored annually;

- Paper-based results data at the commune level are managed and stored at the Commune-level People's Committee and district-level Forest Protection Department or Provincial Forest Protection Department for localities that have not established a Forest Protection Department;

District-level paper-based results data are managed and stored at the district-level Forest Protection Department, the Provincial Forest Protection Department, or the Department of Agriculture and Rural Development for localities that have not established a Forest Protection Department;

Paper-based results data at the provincial level are managed and stored at the Provincial Forest Protection Department or the Department of Agriculture and Rural Development for localities that have not established a Forest Protection Department;

Nationwide paper results data are managed and stored at the Forest Protection Department;

- Numerical result data is integrated into central data and is managed and stored at district, provincial, and Forest Protection Department levels.
