The Minister of Industry and Trade of Vietnam issued Circular 12/2024/TT-BCT dated August 1, 2024, amending Circular 40/2014/TT-BCT stipulating the procedure for dispatching of national power system.
According to Article 5 Circular 40/2014/TT-BCT (amended by Circular 12/2024/TT-BCT) stipulating dispatching hierarchy of national power system in Vietnam as follows:
- The national dispatching level is the highest command and dispatch level in the national electricity system dispatch. The national dispatching level is managed by the National Electricity System Dispatch Unit.
(Previously stipulated: The national dispatching level is the highest command and dispatch level in the national electricity system dispatch. The national dispatching level was managed by the National Electricity System Dispatch Center)
- The regional dispatch level is the command and dispatch level of the regional electricity system, directly commanded by the national dispatching level. The regional dispatch level is managed by the Northern Regional Electricity System Dispatch Center, the Southern Regional Electricity System Dispatch Center, and the Central Regional Electricity System Dispatch Center.
- The distribution dispatch level:
+ Provincial distribution dispatch level is the command and dispatch level of the distribution electricity system in the province or centrally governed city, directly commanded in terms of dispatch by the corresponding regional dispatch level. The provincial distribution dispatch level is managed by the dispatch units under the Hanoi Electricity Corporation, the Ho Chi Minh City Electricity Corporation, and the provincial Electricity Companies;
+ District distribution dispatch level is the command and dispatch level of the district distribution electricity system in the province or centrally governed city, directly commanded in terms of dispatch by the provincial distribution dispatch level. Depending on the scale of the provincial or centrally governed city distribution grid, organizational structure, level of automation, and actual demand, the Electricity Corporations develop proposals to establish district distribution dispatch levels for approval by the Vietnam Electricity Group.
Circular 12/2024/TT-BCT is effective in Vietnam from the date of signing and promulgation.
