Amendments to regulations on declaration of livestock production activities in Vietnam

Regulations on livestock raising organizations and individuals must declare  livestock production activities in terms of type and quantity of livestock, as specified in the provisions in Appendix II issued with Circular 23/2019/TT-BNNPTNT.

Organizations and individuals raising livestock shall declare livestock production activities according to the provisions in Appendix III issued with Circular 23/2019/TT-BNNPTNT.

- Periodic declaration twice a year. Declaration period for the first 6 months of the year: submit a declaration from June 25 to June 30; declaration period for the last 6 months of the year: submit a declaration from December 25 to December 31 of the declaration year;

- Unscheduled declaration within 03 days from the time of importing new animals or at the request of a competent authority.

(Currently, Circular 23/2019/TT-BNNPTNT stipulates: Organizations and individuals raising livestock shall declare livestock production activities from the 25th to the 30th of the last month of the quarter according to the form specified in Appendix III issued together with Circular 23/2019/TT-BNNPTNT)

In addition, it is stipulated that the Department of Agriculture and Rural Development of provinces and centrally run cities has the following responsibilities in livestock farming activities:

- Organize and implement contents related to livestock production activities specified in this Circular in the area.

- Summarize and report the results of the periodic declaration of livestock production activities in the area in the first 6 months of the year to the Department of Livestock before July 10 every year, and the results of the declaration of livestock production activities in the last 6 months of the year before January 10 of the following year or when requested by a competent authority.

- Organize and deploy the application of a traceability system for livestock products and livestock facilities in the locality. Propagate and disseminate the origin traceability system for livestock products and livestock facilities.

- Inspect and supervise livestock raising organizations and individuals implementing biosecurity and environmental sanitation measures in livestock farming at farming households and farms in the area.

- Carry out inspection and examination of livestock production activities in the area.

Circular 18/2023/TT-BNNPTNT takes effect on February 1, 2024.
