Amendments to regulations on authority to confirm the identification code of youth volunteer units in Vietnam

On December 9, 2024, the Minister of Home Affairs of Vietnam issued Circular 13/2024/TT-BNV, amending Circular 18/2014/TT-BNV, which stipulates the validation of the identification code of youth volunteer units that have been established and operated during various periods for youth volunteer units whose identification code have not yet been determined.

Amendments to regulations on authority to confirm the identification code of youth volunteer units in Vietnam

The authority for recognizing the identification code of youth volunteer units in Vietnam in Article 8 of Circular 18/2014/TT-BNV (amended by Circular 13/2024/TT-BNV) is as follows:

- For youth volunteer organizations established before March 26, 2011:

+ Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and the Central Committee of the Ho Chi Minh Communist Youth Union confirm the identification code of youth volunteer units that were established or directly managed and used by their level of authority.

+ Provincial People's Committees confirm the identification code of youth volunteer units that were established or directly managed and used at the provincial, district, or commune level.

(Currently, Article 8 of Circular 18/2014/TT-BNV stipulates that Provincial People's Committees shall confirm the identification code of youth volunteer units that were established or directly managed and used at the provincial and subordinate district level.)

- For youth volunteer organizations established after March 26, 2011, the implementation follows the provisions of Decree 12/2011/ND-CP dated January 30, 2011, by the Government of Vietnam on the organization and policies for youth volunteers.

Dossier for requesting recognition of the identification code of the youth volunteer unit in Vietnam

The dossier for requesting recognition of the identification code of the youth volunteer unit in Vietnam in Article 9 of Circular 18/2014/TT-BNV (amended by Circular 13/2024/TT-BNV) is as follows:

- Request letter from the liaison committee of the unit according to Form No. 01, or a personal request letter directly involved in the unit's task according to Form No. 02, or a document from related agencies, units, or organizations according to Form No. 03 requesting recognition of the youth volunteer unit identification code.

(Currently, Article 9 of Circular 18/2014/TT-BNV stipulates that the dossier include a document from the organization or individual requesting recognition of the youth volunteer unit identification code.)

- Necessary documents (original or copy) according to the criteria specified in Chapter II of Circular 18/2014/TT-BNV.

Circular 13/2024/TT-BNV takes effect from February 1, 2025.
