The Ministry of Labor, War Invalids and Social Affairs issued Circular 03/2023/TT-BLĐTBXH amending Circular 17/2022/TT-BLĐTBXHguiding the implementation of content on Technical and Vocational Education and Training (TVET) and job creation for workers in sub-projects and component content of 03 National Target Programs for the period of 2021-2025, which amends a number of regulations guiding the implementation of TVET development in poor and disadvantaged areas.
Regulations guiding the implementation of TVET development in poor and disadvantaged areas in Circular 03/2023/TT-BLDTBXH are specifically amended and supplemented as follows:
- Add Clause 3 to Article 7 as follows:
"3. The selected industries and professions for the formulation of economic-technical norms on training shall be decided by the agency assigned to organize the formulation on the basis of regional, branch, and local socio-economic development master plans, strategies, and plans according to the scope of the Program."
- Add Clause 3 to Article 8 as follows:
"3. The selected industries and professions to develop the list of minimum training equipment shall be decided by the agency assigned to organize the formulation on the basis of regional, branch, and local socio-economic development master plans, strategies, and plans within the scope of the Program".
- Add Clause 3 to Article 9 as follows:
"3. The selected industries and professions to develop standards of facilities for practice and experimentation shall be decided by the agency assigned to organize the formulation on the basis of regional, branch, and local socio-economic development master plans, strategies, and plans within the scope of the Program".
- To amend and supplement Article 10 as follows:
"a) Complying with the provisions of the law on prices; Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government
prescribe the financial autonomy mechanism of public non-business units and other relevant regulations; Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government on assigning tasks, ordering, or bidding for the provision of public products and services using the state budget from recurrent expenditures.
b) Selected industries and professions to set prices for vocational education services using the state budget shall be decided by competent agencies according to the list of public products and services in the field of vocational education and training, ensuring conformity with the socio-economic development master plans, strategies, and plans of the region, branch, or locality according to the scope of the law.
