Amendments to principles for determining university enrollment quotas in Vietnam

10/2023/TT-BGDDT amends a number of principles for determining enrollment quotas for undergraduate, master's, and doctoral students and college admissions targets for Early Childhood Education as follows:

- The university enrollment quota is determined by each discipline or group of industries and must ensure that the actual training scale of the field does not exceed the training capacity.

Targets for enrollment of master's and doctoral students and enrollment of teacher training disciplines are determined by each training discipline, ensuring that the actual training scale of the industry does not exceed the training capacity.

(According to Circular 03/2022/TT-BGDDT, the university enrollment quota is determined by industry, group of industries and must ensure that the training scale does not exceed the training capacity of the respective training field.

Master's and doctoral enrollment quotas; enrollment targets for colleges, the field of Early Childhood Education and university enrollment for teacher training disciplines are determined by each training discipline; ensure that the training scale does not exceed the training capacity of that training branch.)

- Enrollment quota is determined on the basis of the training capacity of the training institution, demand for human resources, the percentage of students who have jobs within 12 months from the date of graduation (for main training at college and university level), the results of accreditation of training institutions, and the enrollment results of the previous enrollment year adjacent to the year in which the training institution's quota is determined and enrollment is organized, specifically: (Additional content of training institution accreditation results)

+ The enrollment quota is determined in accordance with the training capacity of the training institution according to the provisions of Articles 7 to 12 of Circular 03/2022/TT-BGDDT;

+ Total enrollment targets of training institutions by level and by field (for university quota) or by branch (for master's and doctorate's quotas) may not increase compared to the previous enrollment year adjacent to the year of quota determination and enrollment organization if:

The training institution is qualified in terms of time to conduct accreditation of training institutions as prescribed, but at the time of publication of enrollment quotas, there is no valid certificate of accreditation of the training institution, except for training institutions affiliated with the Ministry of National Defense or the Ministry of Public Security of Vietnam;

+ The university enrollment target of the field must not increase compared to the previous enrollment year adjacent to the year of determining the quota and enrollment organization of that field if:

The percentage of university graduates who are employed within 12 months of their graduation in that field is less than 80%.
or the rate of fulfillment of the enrollment target of that field in the enrollment year immediately preceding the enrollment year is less than 80%; except in the case where the training branch has a recognized training program that meets the quality accreditation standards, its own criteria shall be calculated.

Circular 10/2023/TT-BGDDT takes effect from June 13, 2023.
