Amendments to conditions for application for training and re-training of science and technology expert in Vietnam

Recently, the Ministry of Science and Technology of Vietnam issued Circular 08/2020/TT-BKHCN amending and supplementing Circular 13/2016/TT-BKHCN on management of scheme for stated-funded training and refresher courses for science and technology workers in Vietnam and overseas

Clause 3, Article 1 of Circular 08 amends Clauses 4 and 7 Article 7 of Circular 13 on conditions for application for training and re-training of science and technology expert. Thus, from February 11, 2021, individuals who operate in the field of science and technology must meet the following conditions for application for training and re-training of expert in Vietnam:

Have an outline for the research to be conducted during the training or refresher course made using form B1.5-DCNC in Appendix 1 enclosed therewith and approved by the training institution in the foreign country in writing.
The applicant’s management unit agrees to send the applicant to the training or refresher course in writing, which must specify that the management unit will support the applicant in conducting their research according to the outline and developing their professional capacity after the training or refresher course.
Belong to the database of scientific and technological experts of the Ministry of Science and Technology of Vietnam; in case of not belonging to this database, the Minister of Science and Technology of Vietnam shall consider and make decision.
Not over 55 years of age for man and 50 years of age for female by the time of submission of dossier for application.
