Amendments to Circulars related to the road transport in Vietnam

The Minister of Transport of Vietnam issues Circular 05/2023/TT-BGTVT on April 27, 2023, amending Circulars related to the field of road transport, road transport support services, vehicles, and drivers in Vietnam.

Amendments to Circulars related to the road transport in Vietnam

To comply with the provisions of Decree 56/2022/ND-CP, Circular 05/2023/TT-BGTVT amends previous Circulars by replacing the phrase "General epartment for Roads of Vietnam" with "Department for Roads of Vietnam."

Some Circulars amended and supplemented in Circular 05/2023/TT-BGTVT are as follows:

- Circular 29/2009/TT-BGTVT guiding the implementation of certain provisions of the Agreement facilitating the transport of people and goods across borders between the countries of the Greater Mekong Sub-region (amended and supplemented in Circular 89/2014/TT-BGTVT);

- Circular 06/2011/TT-BGTVT regulating legal knowledge training on road traffic for operators of specialized motorcycles participating in road traffic;

- Circular 07/2013/TT-BGTVT regulating the management, operation, and exploitation of the driver's license information system;

- Circular 35/2013/TT-BGTVT regulating the loading of goods on automobiles participating in road traffic;

- Circular 48/2017/TT-BGTVT regulating the statistical indicator system and policies for statistical reporting in the transport sector;

- Circular 22/2019/TT-BGTVT regulating the registration of specialized motorcycles;

- Circular 29/2020/TT-BGTVT amending and supplementing certain provisions of Circular 23/2012/TT-BGTVT which guides the implementation of the Agreement and Protocol on Road Transport between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China;

- Circular 36/2020/TT-BGTVT amending and supplementing certain provisions of Circulars regulating policies on periodic reporting in the road sector;

- Circular 26/2021/TT-BGTVT amending and supplementing certain provisions of Circular 23/2012/TT-BGTVT which guides the implementation of the Agreement and Protocol on Road Transport between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China;

- Circular 04/2022/TT-BGTVT amending and supplementing certain provisions Circular 12/2017/TT-BGTVT regulating the training, examination, and issuance of license for operating road motor vehicles;

- Circular 05/2022/TT-BGTVT abolishing certain regulations related to the issuance, re-issuance, and revocation of licenses in Circulars concerning international road transport.

More details can be found in Circular 05/2023/TT-BGTVT, which comes into force in Vietnam from June 15, 2023.
