On May 9, 2024, the Government of Vietnam issued Resolution 68/NQ-CP on the Action Program of the Government of Vietnam for implementing Resolution 42-NQ/TW of 2023 on continuing to innovate and improve the quality of social policies to meet the requirements of the cause of building and defending the Fatherland in the new period.
To develop a flexible, diverse, multi-tier, modern, internationally integrated social insurance system that covers the entire workforce, the Government of Vietnam requires:
- Continue to reform and expand the social insurance system, creating opportunities for participation and ensuring the legal rights of workers; implement mandatory social insurance for workers and members of collective economic organizations working under contracts and receiving wages and salaries as regulated by law. Study and amend the one-time social insurance policy in line with practicalities and connected with social welfare.
- Innovate the voluntary social insurance policy; increase support from the state budget for farmers, the poor, low-income individuals, and informal sector workers.
- Innovate unemployment insurance activities with a focus on occupational training, enhancing the effectiveness of counseling and job placement for unemployed workers; support businesses in skills training and job maintenance for workers to proactively prevent and reduce unemployment.
- Continue to expand and improve the quality of universal health insurance; diversify health insurance service packages; enhance access to medical services, the quality of medical examinations and treatments, and the financial capability of people enjoying health insurance.
- Perfect the management mechanism and invest in the development of the Social Insurance Fund, Unemployment Insurance Fund, and Health Insurance Fund safely, effectively, and sustainably. Strictly address cases of debt, fraud, exploitation of social insurance, unemployment insurance, and health insurance policies. Issue indices to evaluate the satisfaction levels of participants.
