On October 31, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 19/2024/TT-BTNMT amending Circular 24/2018/TT-BTNMT stipulating the inspection, appraisal, and acceptance of surveying and mapping product quality.
Clause 2, Article 1 of Circular 19/2024/TT-BTNMT amends Article 6 of Circular 24/2018/TT-BTNMT regarding the planning for inspection and acceptance of the quality of surveying and mapping products in Vietnam as follows:
- After being assigned a task, placing an order, or signing a contract, before commencing execution, the construction unit must draft a plan for implementation and quality management suitable to the scale and nature of the task according to Template No. 17, Appendix 3 issued in conjunction with Circular 24/2018/TT-BTNMT (The current provision states: After being assigned a task, placing an order, or signing a contract post-winning tender, the construction unit must draft a plan detailing the construction schedule and product quality inspection schedule to send to the investor for planning inspections, appraisals, and acceptance.)
- Based on the implementation plan from the construction unit, the investor shall draft a plan for the inspection, appraisal, and acceptance of product quantity and quality in line with the approved project's progress, design, technical specifications, and estimates, in accordance with the assigned task or signed contract, and send it to the construction unit and relevant entities for execution.
Additionally, the funding for conducting the inspection, appraisal, and acceptance of surveying and mapping product quality is carried out per the regulations in Article 7 of Circular 24/2018/TT-BTNMT as follows:
- The funding for quality inspection activities of surveying and mapping products performed by the construction unit is calculated within the approved price and estimate according to the relevant legal provisions.
- The funding for inspection, appraisal, and acceptance activities of surveying and mapping product quantity and quality performed by the investor is identified in the total estimate approved by the competent authority.
