Amendment to regulations on management of endangered, precious and rare forest fauna and flora in Vietnam

On September 22, 2021, the Government of Vietnam promulgated Decree 84/2021/ND-CP amend and supplement some articles of Decree 06/2019/ND-CP on the management of endangered, precious and rare forest plants and animals and the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

In order to make timely and appropriate adjustments to the content of CITES, Decree 84/2021/ND-CP of Vietnam has had notable changes and supplements as follows:

- Add the case that conservation breeding, pet farming and rescue are considered non-commercial activities.

- New regulations on the interpretation of " Wild Fauna and Flora".

From November 30, 2021:

- Application for a license to export specimens of endangered, precious and rare species of wild plants and animals in Group I that are not included in CITES Appendix I must be supplemented with the CITES import permit.

- Shorten the time limit for granting CITES permits to import specimens from no more than 30 days to no more than 22 working days from the date the competent authority receives a valid dossier.

- Organizations and individuals are responsible for keeping originals of licensing documents for 5 years from the date of application submission and are responsible for presenting them upon request.
