On November 13, 2024, the National Assembly of the Socialist Republic of Vietnam, Term XV, Eighth Session, passed Resolution 160/2024/QH15 regarding the allocation of the central budget for the year 2025.

Allocation of the central budget for the year 2025 in Vietnam

- The allocation of the central budget for the year 2025 for each sector and in detail for each Ministry and central agency is specified in Annexes I, II, III, and IV attached to Resolution 160/2024/QH15.

- The allocation of the central budget for the year 2025 for the implementation of the National Target Program is detailed in Annex V attached to Resolution 160/2024/QH15.

- The supplementary balanced budget, the targeted supplementary funds from the central budget to local budgets are specified in Annexes VI and VII attached to Resolution 160/2024/QH15.

- The surplus, borrowings to offset deficit, and borrowings to repay principal debt of local budgets are specified in Annex VIII attached to Resolution 160/2024/QH15.

Total revenue and expenditure of the central budget for the year 2025 in Vietnam

- Total central budget revenue is 1,020,164 billion VND (one million, twenty thousand, one hundred sixty-four billion VND).

Total local budget revenue is 946,675 billion VND (nine hundred forty-six thousand, six hundred seventy-five billion VND).

60,000 billion VND (sixty thousand billion VND) from the central budget's accumulation for wage reform and 50,619 billion VND (fifty thousand, six hundred nineteen billion VND) from the local budget's wage reform funds remaining by the end of 2024 are allocated to the 2025 estimates for Ministries, central and local agencies to implement a statutory pay rate of 2.34 million VND/month.

- Total central budget expenditure is 1,523,264 billion VND (one million, five hundred twenty-three thousand, two hundred sixty-four billion VND), of which: an estimate of 248,786 billion VND (two hundred forty-eight thousand, seven hundred eighty-six billion VND) is for supplementing the balanced budget (including a 2% increase compared to the 2024 state budget estimate and an increase of 917.3 billion VND for Nghe An province to implement Resolution 137/2024/QH15 dated June 26, 2024, by the National Assembly on piloting special mechanisms and policies for the development of Nghe An province), targeted supplementary estimates for local budgets (including a supplement of 14,434.4 billion VND to ensure that the 2025 local budget expenditure estimate is not lower than that of 2023).
