Circular 02/2022/TT-BVHTTDL stipulates codes, standards for professional titles and salaries for library officers in Vietnam.
According to the Circular in vietnam, the title of class I librarian is defined as:
Standards of training and retraining qualifications:
+ Possess a master's degree or higher in information-library;
If you have a master's degree or higher in another discipline, you must have a certificate of professional training in knowledge and skills in the information-library major, granted by a competent agency or organization in Vietnam;
+ Hold a certificate of standardization of library officer professional titles.
- Standards of professional and professional competence:
+ Understand the Party's policies and laws, as well as the State's development strategy for libraries and reading culture.
+ Have in-depth knowledge of library operations;
+ Be able to analyze, synthesize, systematize, propose, and advise on the development of library policies, laws, projects, and programs;
+ Be able to organize and direct the implementation of research and application of scientific and technical advances to improve and raise the quality and efficiency of library work;
+ Have basic information technology skills, use of foreign languages, or use of ethnic minority languages for officials working in ethnic minority areas, as required by job position in Vietnam.
