Additional tasks and powers related to logistics services to the Department of Industry and Trade from August 22, 2023, are stipulated in Circular 15/2023/TT-BCTe dated June 30, 2023, which amends the Circular guiding the functions, tasks, and powers of the Department of Industry and Trade issued by the Minister of Industry and Trade of Vietnam.
Circular 15/2023/TT-BCT has supplemented point n of clause 5, Article 2 into Circular 04/2022/TT-BCT regarding the duties and powers of the Department of Industry and Trade of Vietnam in logistics services as follows:
- Lead, cooperate with departments, committees, sectors, and relevant units to advise on building and organizing the implementation of mechanisms, policies, laws, and plans for the development of logistics services and programs, projects for the development of logistics services in the province;
- Coordinate and support departments, committees, sectors, and local associations in developing logistics services and enhancing the capabilities of logistics enterprises in the province;
- Propagate, popularize, develop the market, and connect logistics service enterprises with production, import-export enterprises in the province.
Clause 1, Article 1 of Circular 04/2022/TT-BCT has been amended by Circular 15/2023/TT-BCT regarding the position and function of the Department of Industry and Trade of Vietnam as follows:
The Department of Industry and Trade is a specialized agency under the provincial People's Committee; it performs the function of advising and assisting the provincial People's Committee in state management over trade and industry, including the sectors and fields of:
Mechanics; metallurgy; electricity; new energy; renewable energy; efficient and economical use of energy; petroleum (if any); chemicals; industrial explosives;
mining and mineral processing industry (excluding common building materials and cement production); consumer industry; food industry; supporting industry; environmental industry; other processing industries; handicrafts;
Commercial activities and goods circulation within the locality; sustainable production and consumption; export, import; border trade (for provinces with borders); logistics services; trade promotion; e-commerce; trade services; competition management;
Protection of consumer rights and management of multi-level marketing business activities; trade defense; international economic integration; management of industrial clusters in the locality.
