Circular 80/2022/TT-BQP promulgated by the Minister of National Defense of Vietnam on 11/11/2022 guiding the organization of search and gathering of martyrs' remains and handing over of martyrs' remains.
According to Vietnam's Circular 80/2022/TT-BQP, records of martyrs' remains searched and collected include:
- Information sheet on martyrs and martyrs' graves (Form No. 01);
- Map, coordinates, and surveying data on martyrs' graves;
- A map of the martyrs' graves;
- Minutes of collecting the remains of martyrs (form No. 02);
- Photographs (color photos) when martyrs' remains are discovered, as well as photographs of martyrs' remains and relics when they are unloaded;
- Martyrs' remains and relics statistics (Form No. 03);
- Documents pertinent to the case (grave chart, death notice, etc.);
- Catalog of search records; collection of martyrs' remains
If the remains of martyrs are gathered in another country, the above documents must be created in two languages (the Vietnamese version and the local language version).
Currently, in Clause 3 and Article 17 of Vietnam's Circular 214/2013/TT-BQP, a file must be made after being unloaded, including:
Unit in charge of loading and unloading; source of information on grave location; loading and unloading time; coordinates, diagram, and location where the grave was discovered; full name and hometown of the martyr (if any); record of inventory of remains and relics (if any).
Vietnam's Circular 80/2022/TT-BQP takes effect on December 26, 2022, and replaces Vietnam's Circular 214/2013/TT-BQP.
