Additional regulations on fee payer for plant protection and quarantine services in Vietnam
On May 17, 2021, the Ministry of Finance of Vietnam issued Circular 33/2021/TT-BTC on collection rates, regimes of collection, payment, management and use of fees for plant protection and quarantine services in Vietnam's agricultural sector.

The Circular amends and supplements regulations on fee payers, including organizations and individuals, when submitting applications to competent authorities in Vietnam for:
- Issuance of pesticides-related permits or certificates;
- Accreditation or designation of testing laboratories in the field of plant protection;
- Quarantine of exported, imported or transited plants in Vietnam.
Currently, in Article 2 of Vietnam Circular 231/2016/TT-BTC, it only states that the fee payer is "Organization or individual when submitting a dossier to request a competent state agency in Vietnam to implementation of plant protection, quarantine services and management of pesticides".
Circular 33/2021/TT-BTC takes effect from July 5, 2021 and replaces Circular 231/2016/TT-BTC.
