Additional regulations on connection to national highways

On December 22, 2021, the Government issued Decree 117/2021/ND-CP amending and supplementing a number of articles of Decree 11/2010/ND-CP regulating the management and protection of infrastructure. road traffic.

Accordingly, to amend and supplement Article 29 of Decree 11/2010/ND-CP  on connection to national highways as follows:

Roads connecting to the national highway include:

- Provincial roads, district roads, commune roads, urban roads;

- Specialized roads;

- Frontage roads

- Roads from areas and works serving national defense and security and socio-economic development.

(Compared with current regulations, Decree 117/2021 has added roads from areas and works serving national defense, security, and socio-economic development).

In addition, Decree 117/2021 clearly stipulates that roads from houses can only be connected to the national highway through branch roads and collection roads (currently roads from houses can only be connected to the national highway through branch roads) .

When forming or expanding the administrative boundary of an urban area, the People's Committee of the province must use the existing local road system or build a collection road along the national highway in order to minimize the direct connection to the national highway.
