Additional measures to provide reports on residence via VNeID application from January 1, 2024 in Vietnam

On November 17, 2023, the Minister of Public Security of Vietnam promulgated Circular No. 66/2023/TT-BCA on amendments to Circular No. 55/2021/TT-BCA guiding the Residence Law 2020; Circular No. 56/2021/TT-BCA on residential management and registration forms; Circular No. 57/2021/TT-BCA on procedures for residential registration.

Additional measures to provide reports on residence via VNeID application from January 1, 2024 in Vietnam 

According to the Circular, amendments to Clause 2 Article 4 of Circular No. 55/2021/TT-BCA are as follows: 

- Directly at offices of registration authorities; 

- Via phone numbers and hotlines posted by registration authorities;

- Via suggestion boxes and emails posted by registration authorities;

- Via the web portal of the Government of Vietnam, web portal of the Ministry of Public Security of Vietnam, and websites of police authorities; 

- Via the VNeID application and mass media, etc. 

(Previously, Clause 2 Article 4 of Circular No. 55/2021/TT-BCA was as follows: 

- Directly at offices of registration authorities; 

- Via phone numbers and hotlines posted by registration authorities;

- Via suggestion boxes and emails posted by registration authorities;

- Via the web portal of the Government of Vietnam, web portal of the Ministry of Public Security of Vietnam, and public service portal for residence management;

- Via websites of police authorities;

- Via mass media.)

Additional regulation on heads of households at social support facilities 

Specifically, Circular No. 66/2023/TT-BCA has added Clause 3 to Article 8 of Circular No. 55/2021/TT-BCA as follows: 

A head of a household at a social support facility is an individual living in such a facility and is elected by the persons cared for, nurtured, and received support at that facility. In case of disagreement over the election of a head of a household, such a person shall be one of the persons cared for, nurtured, and received support at the social support facility as decided by the head of such a facility.
