In addition to the above criteria, individuals will be considered for the "Certificate of Merit from the Ministry of Industry and Trade" if they meet one of the following criteria:

- Achieve multiple accomplishments with a broad impact in one of the fields under the Ministry of Industry and Trade;- Continuously complete tasks excellently for 2 years or more, during which 2 innovations are recognized and effectively applied at the grassroots level;- Have outstanding achievements evaluated in emulation movements;- Contribute to the career development of the industry during their tenure at units under the Ministry of Industry and Trade, considered for awarding before retirement.

Circular 16/2018/TT-BCT is effective from July 4, 2018, replacing Circular 26/2015/TT-BCT.
