Additional cases counted when considering salary increases for civil servants in Vietnam
On June 29, 2021, the Ministry of Home Affairs of Vietnam issued Circular 03/2021/TT-BNV amending and supplementing the regular salary increase regime, raising the salary level ahead of time and the seniority allowance beyond the framework for cadres, civil servants, public employees and employees.

According to the Circular, there are 03 period of cadres, civil servants, and public employees participating in active service under Vietnam's Law on Military Service to be counted in the time to consider raising the regular salary level.
In addition, Vietnam's Circular 03 also amends and supplements a number of regulations on the overtime allowance regime of cadres, civil servants, and public employees in Circular 04/2005/TT-BNV. For example,
Additional subjects eligible to apply the seniority allowance beyond the frame rate are those who work under the labor contract regime in administrative agencies and public non-business units as agreed in the labor contracts to arrange salaries according to Vietnam's Decree 204/2004/ND-CP.
