Circular 04/2024/TT-BNNPTNT on amendments to some Articles of Circulars on quarantine of terrestrial animals and animal products in Vietnam, issued by the Minister of Agriculture and Rural Development issued on April 1, 2024.

Additional appendix on procedures for inspection and sampling of shipments of terrestrial animal products for quarantine in Vietnam

Circular 04/2024/TT-BNNPTNT adds "Appendix XIV Procedures for inspection and sampling of shipments of terrestrial animal products for quarantine" after Appendix XIII issued with Circular 25/2016 /TT-BNNPTNT.

For example, the general principles when inspecting and taking samples of shipments of terrestrial animal products for quarantine in Vietnam are as follows:

- Before taking samples, it is necessary to check the relevant documentation regarding the batch of goods and the current status of the goods. If the requirements are met, sampling can proceed.

- To ensure that the samples reflect the overall condition of the batch of goods, it is important to ensure the uniformity of the batch.

- Sampling must be conducted in a scientific, prompt, and convenient manner. The procedure should be transparent and publicly disclosed. Random sampling should be ensured at different representative positions in the batch.

- In cases where sampling cannot be conducted at the border gate, the animal products should be taken to the animal quarantine agency or the company's warehouse for sampling.

More details can be found in Circular 04/2024/TT-BNNPTNT, which comes into force from May 16, 2024.

With regard to applications for registration and declaration of quarantine, inspection and certification of quality of imported animal and aquaculture feeds derived from animals and applications for relief or exemption from state inspection of quality of imported animal and aquaculture feeds derived from animals submitted before May 16, 2024, regulations of law at the time of submission of such applications shall be applied.

Certification documents on relief or exemption from state inspection of quality of imported animal and aquaculture feeds derived from animals certified by the Department of Animal Health before May 16, 2024 shall remain valid until their prescribed expiry dates.
