At Resolution 116/ND-CP, the Government of Vietnam approved the plan to simplify administrative procedures and citizen documents related to population management under the jurisdiction of the Ministry of Foreign Affairs.

- Procedures for issuing diplomatic passports and official passports: The applicant only needs to submit a copy of the document with a personal identification number instead of submitting copies of documents such as:- ID card or Citizen ID card or military ID card;- Birth certificate or Extracted Birth Certificate (for children under 18 years accompanying officials going on foreign business trips at Vietnam's representative agencies).- Procedures for issuing ordinary passports: The applicant submits a copy of the document with a personal identification number with a photo instead of submitting the following documents:- Personnel confirmation paper for Vietnamese citizens currently abroad;- Birth certificate for children under 14 years of age applying for a separate passport.
