9 criteria for evaluating and recognizing a civilized city

On February 18, 2022, the Prime Minister issued Decision 04/2022/QD-TTg stipulating the criteria, order and procedures for consideration and recognition of meeting standards of civilized cities.

Accordingly, there are 9 criteria for assessing wards, townships, districts, towns and provincial cities to meet the standards of civilized cities, including:

- Criterion 1: Urban planning;

- Criterion 2: Urban traffic;

- Criterion 3: Urban environment and food safety;

- Criterion 4: Urban security and order;

- Criterion 5: Urban information and communication;

- Criterion 6: Employment, average income, poor households in urban areas;

- Criterion 7: Urban culture and sports;

- Criterion 8: Urban health and education;

- Criterion 9: Political system and responsibility of urban government.

In particular, the conditions for consideration and recognition of wards and townships meeting the standards of civilized cities are prescribed as follows:

- Having registered wards and townships meeting civilized urban standards with the district-level People's Committees;

- Meet the above criteria (the content of the assessment is as specified in Appendix I to Decision 04/2022/QD-TTg);

Registration time:

+ 02 years, for the first recognition;

+ 05 years, for re-accreditation.

- 90% or more people are satisfied and agree to request recognition of wards and townships as meeting the standards of civilized urban areas.

Decision 04/2022/QD-TTg takes effect from April 15, 2022 and replaces Circular 02/2013/TT-BVHTTDL .
