7 groups of persons eligible for health insurance in Vietnam from July 1, 2025

November 27, 2024, the National Assembly of Vietnam approved the Law on amendments to the Law on Health Insurance 2024, which stipulates regulations on groups of persons eligible for health insurance from July 1, 2025.

7 groups of persons eligible for health insurance in Vietnam from July 1, 2025 

Specifically, from July 1, 2024, 7 groups of persons eligible for health insurance from July 1, 2025 include: 

(1) The group whose insurance premiums are paid by employers or employees or both; 

(2) The group whose insurance premiums are paid by social insurance agencies; 

(3) The group whose health insurance premiums are paid by the state budget; 

(4) The group whose health insurance premiums are supported by the state budget; 

(5) The group whose health insurance premiums are paid by policyholders; 

(6) Other people aside from those prescribed in (1), (2), (3), (4), and (5) according to the law and ordinance. 

(7) Other people prescribed by the Government of Vietnam aside from those prescribed in (1), (2), (3), (4), (5), and (6), including: 

(i) Persons eligible for health insurance prescribed by the law before January 1, 2025; 

(ii) Other people aside from those prescribed in (i) after submitting reports to the Standing Committee of the National Assembly of Vietnam. 

The group whose insurance premiums are paid by social insurance agencies includes: 

- Persons receiving pensions and compensations for loss of capacity for work monthly; 

- Persons who quit their jobs and receive monthly allowances for occupational accidents or diseases; persons who quit their jobs and receive sick allowances for diseases included in the list of diseases requiring long-term treatment, or workers who quit their jobs and receive sick benefits for 14 working days or more in a month according to the law on social insurance; persons who quit their jobs and receive maternity benefits for 14 working days or more in a month according to the law on social insurance; 

- Retired officials of communes, wards, and commune-level towns receiving monthly social insurance allowances; 

- Persons receiving unemployment allowances.
