From April 14, 2018 to April 30, 2018, many new policies come into effect. Thu Ky Luat would like to highlight a number of new documents in the field of education as follows:
This is a new point in the National High School Examination Regulations for 2018, issued alongside Circular 04/2018/TT-BGDDT, amending and supplementing Circular 04/2017/TT-BGDDT.
Independent candidates are not required to submit a copy of their birth certificate when registering for the National High School Examination 2018. Thus, the application only includes:
- 02 Registration forms for the exam;- Copies of the High School Transcript or GDTX (Continuing Education) Transcript;- Certificates of preferential policies and encouragement (if any);- 02 photos (4x6 cm), 02 envelopes with stamps and clearly written addresses and contact phone numbers of the candidates;- Confirmation from the high school where the candidate studied 12th grade or where the candidate registered for the exam regarding the academic performance rating for students rated poor in academic performance;- Copies of Middle School or intermediate level graduation certificates;- Confirmation of retained scores (if any).
Circular 04/2018/TT-BGDDT is effective from April 15, 2018.
This content is mentioned in Circular 05/2018/TT-BGDDT (effective from April 15, 2018) amending the Admission Regulations for Secondary and High School along with Circular 11/2014/TT-BGDDT of the Ministry of Education and Training.
Accordingly:
- The Ministry officially abolishes the additional point policy for preferential candidates in the admission process for secondary and high school students;- However, the policy for vocational exam points will still be applied in the school year 2018-2019. From subsequent school years, the vocational exam point policy will be officially abolished;
Circular 05 also amends the additional point policy for different groups of preferred candidates, with a difference of 0.5 points between the two consecutive preferred groups on a 10-point scale.
The Ministry of National Defense issued Circular 24/2018/TT-BQP amending and supplementing Circular 17/2016/TT-BQP and Circular 42/2017/TT-BQP on the recruitment of students into military schools with many notable new points such as:
- Majors in military schools assigned to recruit female candidates must enroll at least 02 candidates per major;- The recruitment age for active-duty soldiers, discharged soldiers, and citizens who have completed their public security service duties is from 18 to 23 years old;- If candidates pass the entrance exam, additional examinations such as blood tests for liver functions (SGOT, SGPT), kidney functions (Urea, Creatinine), and a general abdominal ultrasound are required in the application for admission;- Admission quotas for military schools differ between the North and South regions. For example:- Military Technical Academy: 80% candidates with permanent residence in the North, and 20% candidates with permanent residence in the South;- Military Technical Officer School: 40% candidates with permanent residence in the North, and 60% candidates with permanent residence in the South.

This is a notable new point in Circular 07/2018/TT-BGDDT (effective from April 16, 2018) amending the Regular University Admission Regulations; the regular college admission for teacher training group at Circular 05/2017/TT-BGDDT.
The admission into majors in the teacher training group must ensure the following minimum entry thresholds:
- For university level: Admission is based on high school graduation with 12th-grade academic performance rated as excellent. Specifically, majors like Music Pedagogy, Arts Pedagogy, and Physical Education Pedagogy can admit students with 12th-grade academic performance rated as good or higher;- For college and intermediate levels: Admission is based on high school graduation with 12th-grade academic performance rated as good or higher.
For specific majors like Music Pedagogy, Arts Pedagogy, and Physical Education Pedagogy (college level), and Physical Education Pedagogy (intermediate level), students with 12th-grade academic performance rated as average or higher can be considered for admission.
