5 universities under the Ministry of Education and Training of Vietnam

There are 5 universities among the 47 public service providers under the Ministry of Education and Training of Vietnam, namely:

- University of Da Nang.

- University of Hue.

- University of Thai Nguyen.

- Hanoi University of Science and Technology.

- Ho Chi Minh City University of Economics.

Details of the 47 public service providers under the Ministry of Education and Training are specified in Decision 298/QD-TTg, which comes into effect on the signing date and replaced Decision 960/QD-TTg in 2018.

In this Decision, the Prime Minister also assigned the Minister of Education and Training to be responsible for reviewing and reorganizing the public service providers, reducing the number of units, downsizing, and enhancing autonomy in accordance with Resolutions of the 6th Plenum of the 12th Central Executive Committee and Resolutions of the Government issuing the Government's action program to implement the Resolutions of the 6th Plenum of the 12th Central Executive Committee.

Principles for establishing, reorganizing, and dissolving public service providers in Vietnam

Principles for establishing, reorganizing, and dissolving public service providers in Vietnam are regulated in Decree 120/2020/ND-CP as follows:

- The establishment, reorganization, and dissolution of public service providers must comply with the prescribed conditions, procedures, and authorities in Decree 120/2020/ND-CP (in cases where specialized laws have different provisions, they shall be implemented according to the provisions of specialized laws); a public service provider may provide multiple services of the same type.

- Newly established public service providers (including those under public service providers) must guarantee recurrent expenditure and investment by themselves (except in cases where new establishments are necessary to provide fundamental and essential public career services).

Regarding public service providers under public service providers that have guaranteed recurrent expenditure and investment entirely, when newly established (including cases of providing fundamental and essential public career services), they guarantee recurrent expenditure and investment by themselves.

- Ineffective public service providers shall be reorganized or dissolved. The reorganization of public service providers must not increase the number of individuals receiving salaries from the state budget approved by the competent authority and ensure compliance with the regulations on the number of deputy positions within the unit and implementing downsizing as prescribed.
