On March 14, 2024, the Minister of Health issued Decision 612/QD-BYT 2024's Plan for HIV/AIDS prevention and control in Vietnam.
The objectives of 2024's Plan for HIV/AIDS prevention and control in Vietnam are as follows:
General objective: control the HIV/AIDS infection rate in the community at less than 0.3%; reduce the number of new HIV infections, the number of people progressing to AIDS, and the number of deaths due to HIV/AIDS.
Specific objectives:
- Objective 1: Expand and innovate communication activities, harm reduction interventions, and HIV infection prevention to increase the rate of high-risk individuals accessing HIV infection prevention services.
- Objective 2: Expand and diversify HIV testing and counseling services, promote community-based and self-testing for HIV, increase the rate of HIV-infected individuals in the community knowing their HIV status, and closely monitor the HIV/AIDS situation in high-risk groups.
- Objective 3: Expand and improve the quality of HIV/AIDS treatment, increase the rate of HIV-infected individuals knowing their HIV status receiving antiretroviral therapy, and increase the rate of HIV-infected individuals on antiretroviral therapy with viral loads below the inhibitory threshold.
- Objective 4: Strengthen and enhance the capacity of the HIV/AIDS prevention and control system at all levels, ensure human resources for HIV/AIDS prevention and control work, and secure financial resources for HIV/AIDS prevention and control.
The plan includes the following key indicators for HIV/AIDS prevention and control nationwide in 2024:
- The target for the number of newly detected HIV-positive cases in 2024 is 11,000.
- The target for the number of people who inject drugs accessing harm reduction and prevention services (needle exchange program) in 2024 is 75,000.
- The target for the number of female sex workers accessing harm reduction and prevention services (condom program) in 2024 is 23,000.
- The target for the number of men who have sex with men accessing harm reduction and prevention services (condom program) in 2024 is 81,000.
- The target for the total number of people receiving Methadone treatment as of December 31, 2024, in 2024 is 50,000.
- The target for the number of individuals receiving PrEP treatment at least once in the year in 2024 is 71,000.
- The target for the number of patients receiving ARV treatment as of December 31, 2024, in 2024 is 186,000.
