Decree 74/2018/ND-CP amends and supplements several Articles of Decree 132/2008/ND-CP detailing the implementation of the Law on Product and Goods Quality.
Except for cases exempted from quality control under Clause 7, Article 3 of Decree 132/2008/ND-CP, group 2 imported goods are to go through quality control via conformity announcement procedures.
The conformity announcement is detailed in corresponding national technical regulations through one of the following measures:
- Self-assessment results by organizations or individuals;- Certification and inspection results by registered or recognized certification and inspection organizations according to legal provisions;- Certification and inspection results by designated certification and inspection organizations according to legal provisions.

The verification of mental damage is based on one or several types of related documents and evidence such as:
- Application of administrative handling measures for education at commune, ward, commune-level town levels, temporary detention measures under administrative procedures, sending to reformatory schools, compulsory educational establishments, and compulsory rehabilitation establishments;- Being detained in emergency cases, prosecuted, prosecuted, tried, executed, or subjected to preventive measures in criminal procedures;- Death of the harmed individual;- Degree of health impairment;- Disciplinary dismissal;- Damage assessment.

This noteworthy content is stipulated in Decree 72/2018/ND-CP prescribing the statutory pay rate for officials, public employees, and armed forces.
The statutory pay rate will be increased from VND 1.3 million/month to VND 1.39 million/month. This new statutory pay rate serves as the basis for calculating the following salaries and allowances:
- Salary levels in salary tables, allowances, and implementation of other policies according to current laws for the subjects specified in Article 2 of this Decree;- Activity and subsistence allowance calculation as stipulated by law;- Calculation for contributions and policies derived from the statutory pay rate.

Besides miners, some other subjects are also required to be trained in safe handling of industrial explosives:
- Managers;- Workers directly producing industrial explosives;- Persons assigned to manage industrial explosives warehouses;- Blasting commanders;- Servicemen; escorts, drivers transporting industrial explosives;- Personnel involved in the analysis and testing of industrial explosives.
