This is a content of Decision No. 648/QD-TTg 2023 approving the master planning for the development of the national airport and airfield system 2021-2030, with a vision toward 2050.

Vietnam’s 14 international airports 

According to the Decision, the master planning for the national airport system by each period is as follows:

**During 2021-2030

The planning for the airport system shall be based on the hub-and-spoke model with 2 focal points in Hanoi Capital and Ho Chi Minh city, 30 airports shall be established, including:

- 14 international airports: Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, and Phu Quoc;

- 16 domestic airports: Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Thanh Son, and Bien Hoa (Thanh Son airfield and Bien Hoa airfield are planned to become airports for dual-use operations);

- Continue to maintain the planned location of Hai Phong international airport approved by the Prime Minister of Vietnam in Decision No. 640/QD-TTg 2011 in Tien Lang district, Hai Phong city.

**The vision toward 2050

Establishment of 33 airports: including:

- 14 international airports: Van Don, Hai Phong, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, and Phu Quoc;

- 19 domestic airports: Lai Chau, Dien Bien, Sa Pa, Cao Bang, Na San, Cat Bi, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Bien Hoa, Thanh Son, and a second airport in the Southeast and South of Hanoi capital.

- Study, survey, and assess the possibility of airport conversion for airfields serving national defense and security, several important locations in terms of emergency and aid with potential for development in tourism, services, and other locations where airports can be built and operated; submit reports to the Prime Minister of Vietnam for consideration for additional planning upon eligibility, including a thorough assessment of needs, technical requirements, investment resources, and associated impacts.

Decision No. 648/QD-TTg of the Prime Minister of Vietnam comes into force as of June 7, 2023.
