On September 11, 2023, the Minister, Head of the Government Office of Vietnam issued Circular 02/2023/TT- VPCP providing guidance on job positions for professional civil servants specialized in the office field in administrative agencies and organizations.

Specifically, professional civil servant positions specialized in the office field are specified in Appendix I issued with Circular 02/2023/TT-VPCP, as follows:

(1) Senior expert provides general advice on specialized fields

(2) The main expert provides general advice on the specialized field

(3) Specialist providing general advice in specialized fields

(4) Senior secretary and editor

(5) Main specialist in secretarial - editing

(6) Secretarial - editorial specialist

(7) Senior expert on administrative procedure control

(8) Main expert on administrative procedure control

(9) Expert in administrative procedure control

(10) Senior specialist in leadership information management

(11) Main expert on leadership information management

(12) Leadership information management specialist

Regarding the job description and competency framework of each professional civil servant position specialized in the office field, it will be implemented according to Appendix II and Appendix II issued with Circular 02/2023/TT-VPCP.

Principles for determining job positions for professional civil servants specializing in the office field in Vietnam

Determining job positions for professional civil servants specializing in the office field must comply with the principles in Article 3 of CCircular 02/2023/TT-VPCP, specifically as follows:

- Job positions for professional civil servants specialized in the office field in administrative agencies and organizations are determined on the basis of the principles specified in Article 3 of Decree 62/2020/ND-CP.

- The basis for determining the positions of professional civil servants specializing in the office field shall comply with the provisions of Article 4 of Decree 62/2020/ND-CP.
