On November 16, 2024, the Minister of Health of Vietnam issued Circular 35/2024/TT-BYT stipulating basic quality standards for hospitals in Vietnam.

The standards on scale and organizational structure for hospitals in Vietnam are specifically stipulated in Section II, the Appendix issued together with Circular 35/2024/TT-BYT. To be specific:

- Hospitals must have an organizational structure comprising departments: examination, clinical, para-clinical, pharmacy, and auxiliary units.

- The examination department must have a reception area, emergency room, observation room, consultation rooms, technical and procedural rooms (if performing techniques and procedures).

- Clinical department:

+ For general hospitals: there must be at least two out of the four departments of internal medicine, surgery, obstetrics, and pediatrics.

+ For specialized hospitals, traditional medicine hospitals, dental and maxillofacial hospitals: there must be at least one clinical department suitable for their professional scope of activities.

- The para-clinical department: must have at least one laboratory and one imaging diagnostic room.

Specifically, for specialized ophthalmology hospitals, if there is no imaging diagnostic unit, there must be a professional support contract with a licensed medical facility that has an imaging diagnostic unit.

- The pharmacy department includes sections: pharmacy operations, storage and distribution, pharmacy statistics, drug information, and clinical pharmacy.

- Nutrition department; clinical nutrition unit; a person in charge of nutrition work; personnel for nutrition work.

- Infection control department; infection control unit; personnel for infection control tasks.

- Other specialized units in the hospital suitable with the professional scope of activities.

- Offices and units to perform functions related to comprehensive planning, human resource organization, quality management, nursing, finance accounting, information technology, medical equipment, and other necessary functions.
