07 steps to apply for online health insurance card for people from multidimensionally poor households in Vietnam

On November 21, 2022, Vietnam Social Security issued Decision 3510/QD-BHXH on the process of registration for payment and issuance of health insurance cards for people only participating in health insurance on the Public Service Portal according to Decision 422/QD-TTg in 2022.

Specifically, the registration for the issuance of health insurance cards for people from multidimensionally poor households on the Public Service Portal of Vietnam is done through the following steps:

(1) Participants make a declaration according to Form 01-TK on the public service portal.

(2) The system automatically checks and compares the declared information.

If the participant's declared information is not covered by the policy, he or she must re-implement (1) or register for health insurance at a social insurance and health insurance service organization or at a social insurance agency.

(3) Participants pay online on the Public Service Portal of Vietnam, receive the Electronic Money Collection Receipt, and receive a notice of the deadline for paying the health insurance card upon successful transaction;

(4) After receiving the money, the system will automatically perform the following: record the amount, create a registration file for the issuance of health insurance cards, allocate the collected amount, create data on the value of using health insurance, etc.;

(5) When the system is done (see p. 4), the officer checks the records and data and submits them to the director of the provincial or district social insurance agency to sign the health insurance card number in an electronic or paper version.

Then transfer the staff to receive and return the results.

(6) Officers receive and return data results or paper health insurance cards; issue and return results to participants for the settlement process on the system;

(7) Participants receive the electronic or paper health insurance card via the method specified.

Vietnam's Decision 3510/QD-BHXH takes effect on January 1, 2023, and replaces Vietnam's Decision 1187/QD-BHXH in 2022.
