07 key tasks in the management, protection, and development of forests in Vietnam

On March 8, 2024, the Government of Vietnam issued Resolution 29/NQ-CP on the Action Program for Implementation of Conclusion 61-KL/TW dated August 17, 2023 of the Secretariat on continuing the implementation of the Directive 13-CT/TW dated January 12 /2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development.

07 key tasks in the management, protection, and development of forests in Vietnam

There are 07 key tasks for the management, protection, and development of forests that have been outlined, including:

(1) Innovating, diversifying, and enhancing the effectiveness of communication, mobilization, education, and raising awareness and responsibility for sustainable forest management, protection, and development, including:

- Developing materials, articles, and news stories on forest management, protection, development, and sustainable forestry economic development.

- Disseminating and popularizing the contents and tasks stipulated in the strategies, programs, projects, and plans for forestry development and other related documents.

(2) Improving laws, mechanisms, and policies related to forestry, including:

- Continuing to improve policies to promote the development and effective implementation of forest environment services, particularly those related to forest carbon absorption and retention.

- Improving policies and implementing programs to support vocational training, livelihood creation, employment, social security, and income improvement for forest-dwelling people, forest protectors, and workers in the forestry production and processing sectors.

(3) Developing the forestry economy, including:

- Accelerating progress and improving the quality of implementing national target programs related to sustainable forest protection and development.

- Addressing social welfare issues for workers in the forestry production and processing sectors in a timely manner.

(4) Efficiently organizing the implementation of national forestry planning and selected priority programs, including:

- Continuously managing the change of purpose of land for forest, except for important national projects, defense and security projects, and other essential projects as determined by the Government.

- Fighting against violations of forestry laws, especially illegal deforestation, forest land encroachment, illegal trade and transportation of forest products, and illegal hunting of wildlife. Directing strict handling of criminal cases within the forest protection and development field.

(5) Restructuring organizations and improving the capacity  and efficiency of state forest management, including:

- Continuing to implement the restructuring of state forest management organizations and machinery according to regulations. Studying amendments to regulations on organizational structures, functions, tasks, and authority of forces directly responsible for forest management, protection, and development to enhance their capacity, effectiveness, and efficiency.

- Developing training programs and plans to improve the quality of human resources for the forestry sector, especially for personnel involved in the application of information technology, digital transformation, and prevention and control of forest-related crimes.

(6) Continuing to restructure, innovate, and develop and improve the efficiency of agricultural and forestry companies, including:

- Resolving housing and production land for ethnic minority people. Strictly controlling the transfer of housing and production land allocated to ethnic minority people.

- Resolving difficulties and obstacles in the restructuring and innovation of agricultural and forestry companies at the local level, particularly the transfer and acceptance of forestry companies from ministries and central authorities to People's Committees of province and city under the central government's management.

(7) Strengthening research, application of science and technology, digital transformation, and actively enhancing international integration in forestry, including:

- Building and implementing research tasks and the application of science and technology in the forestry sector according to the Development Strategy for Science, Technology, and Innovation in Agriculture and Rural Development until 2030, with a vision to 2050.

- Enhancing dialogue with exporting and importing countries to recognize equality in the system of ensuring legal timber; organizing investment and business forums to connect importers with Vietnamese enterprises.
