- Whether there is any violation of inland waterway traffic safety regulations; the developments and causes leading to the traffic accident;- Individuals or organizations committing the violations of inland waterway traffic safety regulations, the fault, and personal information of the violating individual;- Aggravating or mitigating circumstances;- The nature and extent of damage caused by the violation of inland waterway traffic safety regulations;- Other relevant circumstances significant for consideration and decision-making on penalties or resolution of the traffic accident;- Issues, loopholes, shortcomings in traffic organization, quality of traffic infrastructure; management of vehicles and vehicle operators;- During the process of consideration and penalty decision-making, the authorized person may call for an expert evaluation. Expert evaluation is conducted according to the legal regulations on appraisal.
