06 requirements for investigation, survey and clearance of mines and explosives in Vietnam

On September 20, 2021, the Ministry of National Defense of Vietnam has Circular 121/2021/TT-BQP promulgating technical procedures investigating, surveying and clearing mines and explosives.

There are 06 requirements for investigation, survey and demining, including:

(1) Officers and technicians are sufficient in number and health and are periodically examined for health, trained and granted certificates according to the provisions of law, in accordance with the requirements of tasks according to the approved construction plan.

(2) Technical equipment, labor protection, rescue, fire prevention and fighting for DT, KS and RPBM must be in sufficient quantity, quality assurance and approved construction plan; must be periodically inspected and verified at a competent inspection facility for technical conditions.

(3) The process of implementing DT, KS, and RPBM must comply with the Technical Procedures to prevent unsafety.

(4) Periodically check the results of RPBM work according to the probability method, the volume of the test area is not less than 1% of the total construction area.

(5) Units and organizations participating in training, testing, and RPBM activities must have a valid license or be granted a certificate of competence as prescribed.

(6) Construction technical plans and plans, cost estimates approved by competent authorities.

Circular 121/2021/TT-BQP of Vietnam takes effect from November 5, 2021.
