The Minister of Home Affairs issued Circular 15/2023/TT-BNV dated October 15, 2023 detailing the implementation of a number of articles of the Law on Emulation and Commendation for the Home Affairs sector in Vietnam.
To be considered for the title of "Advanced Laborer" in the Home Affairs sector, individuals, agencies, organizations, and units under or under the Ministry of Home Affairs must meet the following standards:
(1) The title "Advanced Laborer" is awarded annually to individuals, agencies, organizations, and units under the Ministry of Home Affairs that meet the standards according to the provisions of Clause 1, Article 24 of the Law on Emulation and Commendation 2022.
(2) Individuals assigned by competent authorities to participate in study, training, and refresher courses will have this time counted to evaluate the title of "Advanced Laborer".
(3) The prescribed maternity leave period is counted to evaluate the title of "Advanced Laborer".
(4) For individuals who transfer work to the Ministry of Home Affairs during the year of award consideration,
The agency that proposes to review and reward the individual is responsible for asking for comments from the agency where he/she works before transferring it to the Ministry of Home Affairs if the individual has worked at that agency for 6 months or more.
(5) In case an individual is mobilized or seconded to work at the Ministry of Home Affairs, the evaluation for the title of "Advanced Laborer" is carried out by the agency or unit that mobilizes or seconded him/her.
Agencies and units receiving mobilized and seconded individuals are responsible for providing comments on compliance with the Party's guidelines and policies, the State's policies and laws; internal rules and regulations of agencies and units and performing assigned tasks during the period of mobilization and secondment at the Ministry of Home Affairs.
(6) Do not consider the title "Advanced Laborer" in one of the following cases:
- Have a recruitment period or are working on a labor contract of less than 06 months.
- Leave from work as prescribed by law during the year from 03 months to less than 06 months (except for the case specified in (3)).
- Individuals are in the process of considering disciplinary action, investigation, inspection, or examination when there are signs of violation, complaints, or denunciations that are being verified and clarified.
