05 principles of coordination among provinces and cities in the Capital Region of Vietnam

On October 21, 2021, the Government of Vietnam promulgated Decree 91/2021/ND-CP stipulates the coordination mechanism among provinces and cities in the Capital Region to implement the provisions of the law on the Capital.

According to the Circular, the coordination between provinces and cities in the Capital Region is based on five principles as follows:

- Comply with the Constitution, the provisions of the Capital Law of Vietnam, relevant laws on mechanisms and policies for economic and social development, and to ensure national defense and security of the Capital Region.

- The coordination must be ensured according to the principles of consensus, equality, publicity and transparency in accordance with the provisions of law.

- Coordinate through plans, programs and projects approved by competent authorities.

- Presiding over the implementation of coordination work is assigned to the ministries, branches and localities whose functions, tasks and powers are related to or most affected by the fields and tasks to be coordinated.

- For matters that cannot reach consensus or exceed the decision-making authority of ministries, branches and localities in the Capital Region, based on the proposal of the Regional Coordinating Council, the Chairman of the Capital Region Coordinating Council shall notify report to competent authorities for consideration and decision in accordance with current law.

Decree 91/2021/ND-CP of Vietnam takes effect from December 5, 2021.
